Where to Snorkel in Puerto Rico
The best snorkeling in Puerto Rico is off Fajardo and on Culebra. Icacos Island, inside the La Cordillera Nature Reserve off Fajardo, is the most popular snorkel trip on the island: sea turtles, rays and reef fish, and it can only be reached by boat. On Culebra, Tamarindo Beach is the most reliable place to swim with sea turtles straight from the shore. Every tour below includes gear and a guide, so first-timers are welcome.

Boat Tour or Snorkel From Shore?
Take a boat tour for the clearest water and the best reefs. Icacos and the reefs around it can't be reached without a boat, and captains pick the calmest spot each day. Snorkel from shore if you're staying in San Juan or on Culebra and want a free, flexible option: Escambrón Beach in San Juan and Tamarindo and Flamenco beaches on Culebra are all good for beginners. Our guide to the best snorkeling in Puerto Rico covers 10 spots, shore and boat.
When to Go
You can snorkel here year-round, with water in the high 70s to mid 80s °F. Book a morning trip when you can, since the sea is usually calmest before the trade winds pick up. Skip the day after heavy rain, when runoff clouds the water near shore.
Snorkeling on Culebra
Culebra tours start on the island, so book your ferry or flight first. Ferries leave from Ceiba, not Fajardo. Our Ferry Guide has routes, schedules and fares.
Snorkeling FAQ
Do I need to be a strong swimmer?
You should be comfortable in the water. Guides give a quick briefing before you get in, and boat tours carry flotation gear. Check each tour’s What’s Included list for details.
Will I see sea turtles?
Often, but never guaranteed. Tamarindo Beach on Culebra and the reefs off Icacos are your best bets, and Escambrón Beach in San Juan has regular sightings close to shore.
How much does a snorkel tour cost?
The guided shore snorkel on Culebra starts at $50. Half-day boat trips from Fajardo run $100 to $114 per person, with gear and snacks included.
